The Unified Register of Debtors is a systematic database of debtors, which is a part of an automated enforcement process and is maintained with the aim of publishing real-time information about debtors' property obligations and preventing debtors from debtors' property.

Information about the debtor is entered into the Unified Register of Debtors (except of the information about the debtors, which are state authorities, local self-government authorities, and also debtors who do not have debts under the enforcement document about collection of periodic payments for more than three months, and debtors of a non-property nature) simultaneously with issuing a decision about the opening of enforcement proceedings.

Information about the debtors is included in the Unified Register of Debtors and is open and posted on the official website of the Ministry of Justice of Ukraine.

Registration of the debtor in the Unified Register of Debtors does not exempt him from the enforcement of the decision.
